Homeless Housing and Services Program (HHSP)
HHSP was established during the 81st Texas Legislature through an appropriations rider and codified during the 82nd Texas Legislature.
Through HHSP, the state provides funding to the nine largest cities in support of services to homeless individuals and families. Cities currently served through HHSP include Arlington, Austin, Corpus Christi, Dallas, El Paso, Fort Worth, Houston, Plano and San Antonio.
Allowable activities include construction, development, or procurement of housing for homeless persons; rehabilitation of structures targeted to serving homeless persons or persons at-risk of homelessness; provision of direct services and case management to homeless persons or persons at-risk of homelessness; or other homelessness-related activity as approved by the Department.

The HHSP report focuses on performance for State Fiscal Years (SFYs) 2019 and 2020. The report focuses on the funding uses and activities of HHSP in 2019 and 2020 and also includes the reallocated HHSP funds used for COVID-19 response, a look forward to SFY 2021’s anticipated use of HHSP funds, and an overview of 10 years of HHSP.
