Community Services Block Grant (CSBG)
CSBG Funds to Eligible Entities
Ninety-percent of CSBG funds are provided to CSBG eligible entities (Subrecipients) for the delivery of services to very low income Texas residents in all 254 counties. Five-percent of CSBG funds, referred to as State Discretionary Funds, are utilized by the State as state in the State Plan. These funds support a variety of direct services in addition to helping maintain the core administrative elements of these local organizations. The funds to CSBG eligible entities are non-competitive. Eligible entities are designated by the Governor to provide a broad range of services designed to eliminate poverty and foster self-sufficiency and must provide these services in a geographic area not served by another eligible entity.
Community Services Block Grant (CSBG) State Plan
The State of Texas CSBG State Application and Plan (the State Plan) is approved by the Texas Department of Housing and Community Affairs Board of Directors and submitted to the U.S. Department of Health and Human Services. The State Plan describes the State's activities and the proposed use of CSBG funds and distribution of pass-through funds, state administration funds, and state discretionary funds.
